Budget and Salary Guidelines

Annual Budget and Salary Guidelines are prepared and distributed by BFA and provide final guidance for setting budgets for the upcoming fiscal year. They are typically issued after budget meetings have concluded:

  • Distributed After State Budget Has Been Finalized
  • Distributed After Salary Plan Has Been Announced

Generally, the guidelines include:

  • Budget Development Timeline & Milestones
  • State of Illinois Operating Budget (Including Special Appropriations)
  • Salary Program (for Budget Planning Purposes)
  • Detailed Planning Parameters for State (Appropriations and Tuition)
  • Detailed Planning Parameters for Institutional Funds (ICR, Administrative Allowance, Royalties)
  • Parameters for Other Restricted Funds (Fees, Other Self-Support, Service Plans, Grants, Gifts)
  • Other Budget Planning Parameters (E.G. Glidepath, Changes to LAC Guidelines)
  • Salary Planner Timeline & Milestones
  • Salary Rates & Increases (Including CEMR and Salary Minima)
  • Eligibility & Approval Requirements
  • Other Salary Planning Parameters (E.G. Employee Notification, SURS 6% Rule)
